Václav Stupka – Current and Upcoming Regulatory Landscape

Mgr. Václav Stupka, Ph.D. is a cybersecurity law and policy expert working at the intersection of law, technology, regulation and cybersecurity practice. He is an Assistant Professor at Masaryk University, affiliated with the Institute of Law and Technology at the Faculty of Law and also works as deputy director of CyberSecurity Hub, where he contributes to expert activities, applied research and cooperation between academia, public institutions and industry. Václav is also the founder of a cybersecurity consulting company, advising organisations on cybersecurity regulation, governance, compliance and digital operational resilience. His expertise covers ICT and cybersecurity law, cybercrime, security governance and the legal obligations connected with critical and security-sensitive systems. He is involved in numerous expert advisory groups, professional initiatives and national and international projects focused on cybersecurity. His work combines legal expertise with practical cybersecurity experience, particularly in relation to cybersecurity legislation, governance, compliance and related regulatory frameworks affecting public authorities, regulated organisations, technology providers and operators of critical infrastructure.

Cybersecurity legislation is moving quickly from abstract policy to concrete operational obligations. In this session, Václav Stupka will provide a practical legal overview of the current and upcoming regulatory landscape affecting critical communication, industrial systems and connected products — from NIS2 and national cybersecurity rules to the EU Cyber Resilience Act and US Cyber Security Act and other related developments.

​​Omar Morando – Attacking SCADA

​​Omar Morando is an OT cybersecurity expert, penetration tester, consultant, trainer and developer of SCADAsploit, an offensive Command & Control framework designed specifically for adversary simulation and penetration testing in OT/ICS environments. He brings more than 20 years of experience in industrial automation, including SCADA, PLCs, remote I/O, fieldbus and industrial networks, with expertise in ISA/IEC 62443 and ISO/SAE 21434. His work focuses on showing how real attackers can move from IT infrastructure into industrial control environments – not to sensationalise the threat, but to help defenders, engineers and operators understand what modern OT resilience must protect against.

Modern OT attacks are no longer limited to noisy scans, simple protocol abuse or isolated PLC manipulation. In this session, Omar will take the audience inside this evolution of OT offensive techniques, showing how adversary behaviour has changed from traditional SCADA/PLC attacks toward more sophisticated “living off the PLC” approaches. Based on his latest research and practical work with SCADAsploit, the talk will demonstrate how attackers can compromise industrial environments, pivot across IT/OT boundaries and abuse legitimate automation functionality – with the clear defensive purpose of helping operators, integrators and manufacturers understand what must be monitored, segmented, hardened and tested in modern critical communication networks.

Martin Vystrčil – Practical AI in SCADA

Martin Vystrčil is Software Development Manager at RACOM, in other words the leader of all our SW developers. A graduate of the Czech Technical University in Prague, Martin combines strong engineering insight with deep practical experience in C++, Python and embedded Linux. At RACOM, he plays a key role in turning complex requirements into reliable, secure and maintainable product features.

Air-gapped SCADA networks are usually designed to keep intelligence, automation and connectivity carefully separated. But this does not mean AI has no role to play. In his session, Martin will show how AI agents can be used safely and practically around critical communication infrastructure — not by connecting protected networks to the cloud, but by helping engineers, operators and integrators work more efficiently with the systems they already control. Martin will show how AI can help generate Python scripts for RACOM’s new Scripting feature in RipEX and M!DGE units, turning communication devices into lightweight edge compute nodes capable of local logic, automation and data processing. The result is a practical vision of AI in SCADA: secure, controlled, operator-driven and useful even in environments where the operational network itself remains isolated.

Jan Lukačevič – Strategic Resilience

Jan Lukačevič is a space engineer, technology advisor and one of the Czech Republic’s leading science communicators. He previously served as a NATO 2030 Young Leader, advising the NATO Secretary General Stoltenberg on emerging and disruptive technologies, resilience and the Alliance’s future security challenges. His career spans research and engineering projects for the European Space Agency, Czech academic institutions and the Prague Innovation Institute, with a particular focus on space nad aerospace technologies and their civil and defence applications. He has received international recognition for making complex scientific and technological topics accessible to wider audiences. For past four years, he was a member the Crisis Information Team at Czech Ministry of Interior, covering crisis and strategic communication in crises such as nationwide blackout, floods and national nuclear disaster exercises.

Protection of the critical infrastructure goes beyond technical concerns. Nowadays, critical communications and infrastructure underpin the essential services, institutions and decision-making processes on which modern society depends. Jan will explore strategic resilience from this broader perspective: how governments, infrastructure operators, industry and communities can prepare for disruption utilise strategic and crisis communication, and adapt under pressure and maintain essential functions in an increasingly complex security environment.

Vít Koutenský

Vít Koutenský is Executive Director at RACOM, focusing on people, internal processes, company culture and long-term organisational development. A graduate of the University of Economics in Prague, he joined RACOM in 2005, first working in sales before moving into HR and broader company development. His work centres on meaningful management, effective communication, teamwork and the human foundations of a strong technical company. He now leverages RACOM’s robust critical infrastructure heritage into defense relevance, focusing on credibility-driven ecosystem building and positioning the company as a trusted, vertically integrated European partner for resilient communications.

David Marek

David Marek is Sales Director at RACOM, responsible for bringing RACOM’s products to the market, including sales, marketing and customer relations. Before joining RACOM’s sales team in 2020, he built his expertise in innovation policy, technology assessment and regional innovation strategy, including work at the Technology Centre Prague and JIC, the South Moravian innovation agency. With his analytical mindset and broad understanding of markets, innovation and customer needs, David helps connect RACOM’s engineering excellence with global partners and mission-critical applications.

David and Vít will open the conference with a company update on RACOM’s current direction, key developments and priorities for the years ahead. The keynote will connect product innovation, market needs, organisational growth and RACOM’s long-term commitment to reliable communication for critical infrastructure, setting the tone for the conference programme.

Pavel Pejchal is Senior Product Manager at RACOM, responsible for shaping product direction across RACOM’s mission-critical communication portfolio. With a strong focus on real-world customer needs, long-term reliability and regulatory readiness, he connects field experience, product strategy and engineering execution to help ensure that RACOM solutions remain secure, robust and ready for the next generation of critical infrastructure requirements.

Tomáš Mrázek

5G M!DGE and Beyond

Tomáš Mrázek is a Technical Support Engineer at RACOM, helping customers design, configure, deploy and troubleshoot demanding industrial communication solutions around the world. His expertise covers cellular routers as well as UHF/VHF radio networks. With hands-on experience from real deployments in substations, utilities, SCADA systems and other demanding environments, Tomáš brings a practical view of how critical communication technologies perform outside the lab — and what it takes to make them work reliably in the field.

Tomáš will introduce the latest advancements in RACOM’s M!DGE cellular router platform, with a focus on 5G technology. The talk will highlight how cellular connectivity can support secure, resilient and flexible communication architectures for SCADA, telemetry and critical infrastructure.

Zdeněk Karmazin

NetSPIDER Network Management

Zdeněk Karmazin is Technical Support Leader and NetSPIDER Product Manager at RACOM. Working at the intersection of support, product development and customer operations, he brings a practical understanding of how critical communication networks are deployed, maintained, upgraded and monitored in the field. 

Zdeněk will introduce NetSPIDER, RACOM’s network management suite for critical communication networks. The session will show how NetSPIDER helps operators simplify network administration, improve visibility, manage firmware and support secure lifecycle maintenance across larger deployments.

Marek Bobula

WaSP Embedded Module

Marek Bobula is Technical Director at RACOM and one of the company’s key technical leaders. His background in software-defined radio began at Brno University of Technology, where he earned a Ph.D. in radio electronics, and since joining RACOM in 2006 he has overseen major R&D projects from concept to series production. His work focuses on product architecture, physical layer algorithms and efficient use of radio spectrum, supported by more than 20 years of experience in Matlab, VHDL programming and radio circuit design.

Marek Bobula will introduce RACOM’s new embedded radio product line and its first product, WaSP, designed for defence UxV communication applications. The talk will present how RACOM’s experience in mission-critical communications is being adapted to compact, secure and resilient radio systems for demanding defence environments.
